I was tipped off about this from one of my sites Forum users:

We've known Steam has been blocking Russian games for a while, but this is a first. It appears the games as you buy them are now locked to your home country, so no more gifting cross-country to say you guys in the USA. We've tried gifting some games to test it and it shows a warning saying that it can only be traded with users within select countries (most EU countries for me).
Ergh, I'm mixed on this because it may drive up prices locally. I actually get quite a few games gifted from American friends because it is cheaper and you know, because PayPal is a thing. It's also out of necessity sometimes as The Crew and AC: Unity are not on Steam in the UK neither, so I called in a favour there too.
And what of key sites like G2A now???
