Doesn't. It's broke.reserved slots is not working properly at the moment for the server regardless of what changes are done on the config file. This has been noted to DICE and they are aware of this.

Problem is the total amount of people that play battlefield 3 in that community is 8 right now. Makes it tough to start up some battles.
