I've recently started up a tech/japanese culture blog called Andy Chiw and I want to promote it. It's mostly about computer news, amateur CPU architecture notes, and anime stuff.

Now, I know the normal advice is to post it in a directory. I'm already automatically pinging several blog pinging services each time I make a post, and I never ever go to a blog directory, so I'm very sure that blog directories won't help that much. I've already submitted mine to two anyway.

It seems just a year or two ago, HardOCP had a Links to other sites section. Then they pulled that down. What happened? Is it still fashionable? Does it even work, or did they pull it down because they got popular enough? Does the Tech Report have a Links section?

I see that you're using Wordpress, so I'd recommend using a social bookmarking plugin. I like this one:

Thanks, it's monochrome, by (suitably enough) some Japanese guy modded to 1100pix width. I don't understand how social bookmarking has anything to do with this though - I don't bookmark my own site do I? Or do you mean submit every post I make to Twitter/Plurk/Digg/Reddit...?

Other people will normally submit your posts if they like them, but there's nothing stopping you from doing the same. You should notice more traffic coming to your blog site.
