They don't want to send an outside tech because the UVerse business unit has to contract with the regular AT&T line operations business unit in order to get the outside work done. Expensive truck roll, expensive labor, etc. All the inside wiring can be done by the regular Uverse tech staff, who are already funded by UVerse regardless.
