It depends really. If you are looking for silent fans that still push a respectable amount of air, then the Vantec Stealth fans are absolutely amazing. Though only rated at 27 cfm, I saw no rise in temperature when I replaced my old 37 cfm fans with these. The fan is rated at 21 dB, so it is whisper quiet. I have four of these things in my box right now and may be getting a fifth one soon. :)

i recommend anything panaflo. loud, medium, quiet. they've got them all at good prices too.

All low RPM panaflo in my case. I highly recommend them as well.

Panaflo L1A 80mm case fans are reliable and super quiet. I highly recommend them. Before you buy, be sure you check to make sure that they have either a 3-pin or 4-pin molex connector.

Tip: Stay away from cheap, sleeve-bearing fans as they wear out real quick.

Panaflo fans are the quietest and best quality case fans that you can get. I use them in all my cases and have never had a problem with them. The only thing to make sure of is that they are tailed with a power connector like nexus6 said.

i would go with vantec stealth fans great fans and the most important quiet ones see them at xoxide.com i also liked the looks of them ...

Vantec's Stealth fans are quiet. They do not move much air, either. :(

I prefer the Panaflo fans. What I really like are variable speed fans like the Y.S. Tech 80x25mm fan that you see at many stores for $8. Just turn the knob to balance your cooling needs versus your noise tolerance.

if you can get your hands on a really cheap delta or something, they move a TON of air, and some of them have decent fin structure so a 7V mod will still provide enough power to move significant air

Smart fan IIs are quite good, as the speeds can be controlled...
