Haswell uncore?

I've seen some results showing little if any improvement from clocking the uncore the same as the processor, but I'm curious if there would be any point setting a lower minimum ratio for it and if that would affect performance? My ASUS Z97-AR defaults it to a locked 39x multiplier. I haven't seen/heard anything about whether that would lower power consumption a bit or not. I imagine chunks of the L3 get turned off while they're not being used.

I used the "keep it within 300mhz" rule. Haswell shows some performance differences with uncore, while skylake seems to be less dependent:
