I have a PCI, ATI RADEON 7000, and I have the software Sisoft Sandra. It suggests that I disbale the Desktop Wallpaper, turn off the screen saver and use the power saver, and reduce my colour depth to 16-bit, to free up system resources. I choose not to do this, but by doing so, when I turn on a game such as UT, will these things still be in affect and take up video card memory? or should i do the suggestions and turn everything off to free up resources and improve performance during a game? also, by changing the colour depth to 16-bit through windows, will that make all games run as that as well?

You shouldnt need to change any of those unless you are unsatisfied with your gaming speed. Yes, some games will switch to the color depth of your desktop but not all.
