Drupal 7 Menu help

I'm trying to theme my own Drupal site. I have two items in the main menu, but as far as I can see, Drupal only provides menu links as hyperlinked text. I want to make them two region, each with their own background, and a list of categories appearing on top of them when I mouse over. How do I go about doing this? Or must one hard code this into the theme?
