Mine showed up with everything - manuals, screws, cables, CD. I don't know if everyone's refurb cube comes with all that but mine did.
As an update, I talked to a guy named Sonic at Shuttle USA and he sold me a power supply for $45 plus shipping. So I paid about $175 for the cube plus $45 for power supply plus shipping for the whole thing. Not terrible after all.
I got the number from the us.shuttle.com website - order by fax form. It has the sales phone number.
Shuttle did tell me that they do not warranty systems sold as refurb. For those, you must rely on what Newegg provides. Newegg would have accepted the return and refunded the money if I'd sent it back in time.
In the end, I'm pretty pleased with the result. I'm building and giving the system to my wife. Her computer is a 5 year old Duron 650Mhz running Win 98 that crashes a few times a day. She deserves something better.
