Radeon 9000 Frame Rates

Is anybody w/ a Radeon 9000/AthlonXP 2000 system getting 30-something frame rates w/ Quake 3? I swear it was higher when I first got the machine, but I've noticed a slowdown. The only change has been the drivers from Catalyst 3.0 to 3.1.

AMD Athlon XP 2000+
EPoX 8K3A
512 MB Samsung DDR333
ATi Radeon 9000
Panasonic SR-8585 8x DVD-ROM
Acer CRW-1832A 10x8x32 CD-RW
Iomega Internal Zip Drive
Linksys LNE100TX Fast Ethernet Adapter
Antec SX1030 SOHO File Server Case w/ 300W ATX Power Supply

I have a very similar system, almost identicial but i have 512 crucial ram and 1800+ with 9000pro.
I also have 30 something framerates with rtcw and thought it was better before i upgraded to 3.1.
I dont know what is wrong, but its slow when effects happen and does drop to 30(mostly at 60 though) and inside is like 140.

Is it a built by ATI radeon? Also, is Quake all patched up to the latest version? What version of DirectX installed?

Quake is patched to Point Release 1.32
DirectX is 8.1
Card is an OEM Radeon 9000 non-pro (Powered by ATi)
