Need to be pointed in the right direction

I want to watch videos I've backed up on my harddrive while on the go, the problem being the speed of 3G and the resolution my phone supports. I've found a few half-way solutions but nothing usable.

Is there any way to remotely connect to my home computer, select a video and have it transcoded to a lower resolution then transmitted?

EDIT: The server can be any OS except OSX, the mobile OS will be Android 2.2 or 2.3, whichever is more convenient.
