Seems to me that this should really be a suspendable offense. It didn't look to me like it was accidental and it didn't look to me like he was very apologetic.

That was no accident and he should be suspended for a long, long time.

If it was really unintentional, he would have apologized. As such, I'd agree that punishment is due.
