Video Capture from a vga connection - pci card?

Hi,

I'm trying to capture the video output from a pocket PC PDA. I have a video output adapter that's vga. I've been looking for (but not finding) either any type of DVR-like PCI/AGP card that can use the vga (D-sub) port as an input or otherwise a compact flash (CF) standard adapter that offers a usable input, such as s-video or component video. The optimal video format would be mpeg-2 (DVD).

Any suggestion would be appreciated,
