With the Asus motherboards' Q-Fan, you can use a pair of 120mm PWM case fans and the controller will speed them up or slow them down as needed.

Motherboard - ASUS P8Z68-V LE LGA 1155 - $140
Processor - Intel Core i5-2500K 3.3GHz - $215
Memory - Corsair Vengeance 8GB (2 x 4GB) DDR3-1600 - $50
System Drive - OCZ Vertex 3 120GB - $199.99 (may switch to Crucial)
Storage Drive - Samsung Spinpoint F3 1TB - $59.99 (already purchased before the prices jump)
Graphics - Gigabyte GeForce GTX 560 Ti OC - $235 (may switch to AMD's 6950 - still debating)
Power - Seasonic SS-850HT - $124
Heat Sink - CORSAIR CWCH60 Hydro Series H60 - $74 (Maybe the Corsair A70 for $43?)
Case - still looking, many options. Do I really need USB 3.0 on the front? Won't most USB 3.0 devices be something you would likely plug in the back and leave? (i.e ext. drives). Definitely want top-mounted fan(s).
