Stay away from the 99.9% stuff. That's "denatured alcohol" and has nasty additives to stop the ethanol from glomming on to any passing molecules of H2O.
It is 99.9% Isopropyl Alcohol (Isopropanol) and not "denatured alcohol". It has nothing whatsoever to do with ethanol which is C2H6O whereas Isopropyl Alcohol (Propanol) is C3H8O.
The reason why the name "denatured alcohol" exists is that it refers to act of making ethanol (ethyl alcohol) - which is the alcohol found in intoxicating liquor - unpalatable to drink. The term "alcohol" refers to a class of compounds in organic chemistry. If I were to follow your logic then Lead would be "denatured Gold" because they are both in the class of metals.
