Trouble choosing RAM

I'm having trouble deciding what RAM to buy for my small budget computer. I've narrowed it down to 2x1GBMushkin5-5-5-12 and 2x1BGMuskin5-5-5-18
I thought the 5-5-5-12 w/heatspreaders would be better than the 5-5-5-18 w/o heatspreaders, but the latter is more expensive (ignoring the rebate). Am I missing something? I was under the impression that the lower the timings, the faster the ram. Any information is greatly appreciated. Thank you
