Could be an issue with just about anything. First, I'd remove and reconnect all of the boards (graphics, sound card, cables, etc.) to make sure everything is seated properly. Then I'd run CPU and RAM stability tests like Prime95 and memtest86.

well, i think i have a clue now, it already happened this to me with other pcs, and i think it got to do with static electricity, i just removed the main power supply cable of the motherboard, for like 20 min, then plug it again, and now the pc booted again

That does not sound like a static problem at all.

Sounds to me like you probably have a bad PSU.

I'd guess at mobo before PSU but it could be either.

Edit:
of course the PSU is by far the easiest thing to try but it would also be worth checking the mobo for duff capacitors since you can do that for free

Well im starting to believe that the hdd cant be repaired, ive changed all i could, try with other pcs, other cables, both power and data, and the result is the same in every modo, it makes a weird sound trying to spin, and sometimes work, sometimes just dnt load, i already try with seatools, and always fails all tests, cant even run the basic short test, so what do you think, should i keep trying, or i just get a new hdd ?

Just throwing this out there, but have you considered if its a heat problem? Do you have any temp monitoring software installed.

Or try a hard drive diagnostic util that boots from its own dos type environment, I think the one ive used in the past is HDTest. But all the manufactures should have their own software.

Yea i did, both in windows and in DOS, with the manufacturer software, and it cant perform even te SMART test, i think the drive is done, yesterday i tried to make a full single partition, and failed, i can make several smaller, but even they get sluggish, and once i tried to test the hdd on his own pc, it did not boot at all, i think the HDD is RIP for good

Why would a HDD give you a blank screen? Why dont you think about this a little more. If you have a graphic card, remove it and use onboard.
what do you mean, it already happened this to me with other pcs? You have other computers in the same house that don't start?

No, its no that the drive give me a blank screen, the drive itself doesnt start well, sometimes bios detect it, sometimes doesnt, this happens in 2 different boards, so, its not the boards, only half works when i plug it as slave in windows in another pc, but it always makes a very bad noise, and takes forever to get recognized

Is your power outlet grounded? Do you sometimes get shocked by the outside of the case?
