The prices aren't coming down because very few people are buying 4K.
Discerning 4K buyers probably dont' want TN because if they're interested in a sharper picture, they probably have above average desires for colour quality too.

Discerning 4K buyers aren't going to make a significant, long-term investment in a screen if it doesn't tick all the "latest features" boxes.
Even ignoring price, the number of desktop monitors that are IPS, single-tile, 60Hz, DP1.3 (or 1.2a) on the market is almost nil. So people aren't biting and it's popularity and high demand that drives competion up, and eventually prices down.
