Dual Monitor setup

Hi guys, I'm not sure if this is the right section to post this question, i need help regrading dual monitor setup. I bought a 23"(1920*1080) monitor a while back. Recently i wanted to use my old 19"(1440*900)monitor along with my new one as part of a dual monitor setup. I connected both to my graphics card and selected "extend the desktop" option from display settings. I can see the picture and drag and drop stuff onto the second monitor and everything, however, i can't see the taskbar in the secondary monitor. Is that normal for a dual monitor setup or a glitch? If it is a bug, how do i correct it? if it isn't, is there a workaround it so i can display the taskbar on the second monitor too? thanks in advance, really appreciate any help in this matter.

In XP and Vista, the taskbar shows up only in the monitor that you designated as Primary. I've never used the 3rd party software that displays the taskbar in all monitors.

...and the same thing goes for Windows 7.

The real software is expensive, but you can redownload the trial every month like I do. It puts a taskbar in the other monitor and lets you move things between the taskbars.
