Ideally, look for a Class 10 card that specifies 20-30MB/s. The extra write performance will be helpful when doing multiple shots and video. As long as you buy online, your budget shouldn't be a problem.

I usually don't advise getting cards larger than 16GB because if that card gets corrupted when it's nearly full, you are talking about more than 300 RAW images lost!

If your friend insists on using a 32GB card, then get the best. Sandisk Extreme Class 6 or Class 10 or Extreme Pro Class UHS-1 are fine choices, but they can cost more than what he budgeted for. Class 6 is adequate (Sandisk Extreme HD Video, rated 20MB/s) unless your friend shoots a lot of high-speed bursts in RAW format.

BTW I am using a EOS60D with Sandisk Extreme Class 10 SDHC with a capacity of... you guessed it, 16GB.

How often does this actually happen in practice? I can understand not using high-capacity cards that are new technology or poorly supported by the camera firmware, but a 60D and a 32GB SDHC shouldn't have any of these issues. Seems to me the risk of losing a shot because you were juggling and swapping a bunch of low-capacity cards is much higher, particularly if you're shooting performance or sporting events with lots of 5-10 frame bursts.
