I want a burner unit that can read/write on CD and DVD in all the varying aspects that exist (R/RW ect), and can do Disk-at-Once(DAO), Packet Write, Session-At-Once (SAO), Track-at-Once (TAO) style modes. Anyone seen this myth?

Non, both of them are separate from movie DVDs. DVD- and DVD+ are just competing formats. One is cheaper, one is better technically, one is more combatible. Which is which, go read the Tech Report primer for that.
