Have you tried searching for that file in the registry? Try searching for it under HKLM/Software/Microsoft/Windows/RunOnce

Boot to Safe Mode, run HijackThis and remove the following:

O2 - BHO: (no name) - {CB3F3E7C-119E-F9E7-9AC4-5F32D3180EFD} - C:\WINDOWS\system32\d3ib32.dll

O17 - HKLM\System\CCS\Services\Tcpip\..\{8B522B4D-DD94-4A3A-8F0F-C3E3CC40B13D}: NameServer = 195.26.152.50 195.26.152.19

then install Ad-aware (http://www.lavasoftusa.com) and manually download the updated reference file. After installation copy the new reference file into the Ad-aware directory. Whatever files you need to download, do in Normal Mode. After installation, run Ad-Aware, click Start, chhose Customize, and choose "Scan my IE Favories for banned URLS" and "Scan host file". Allow the scan to run, and when it finishes, right-click on any of the items it found on the list, choose "Select all items", and let Ad-Aware delete them all. For better/faster results, close explorer when doing this.
Also, make sure to run both HijackThis and Ad-aware in Safe Mode, it helps with any processes that run during Windows startup.
