I recently used the Office 2003 "Save my settings" feature and saved that file with my PST to be transferred to my laptop (from my PC, as I will be going home with my laptop for vacation).

When I restored the settings on my laptop and placed the PST file in the folder, it cannot load the outlook pst file. This is probably because I installed outlook and had the PST file located in a different physical drive than what is on my laptop (I had the PST in D:outlook, whereas now it's in C:outlook/outlook.pst).

Is there a registry file or .ini that I can change to allow outlook to work (open up my PST)?

Tools, Options, Mail Setup tab, Data Files... button.

But, Outlook won't even open up.

As soon as i launch it, it says "Cannot start MS Outlook. Unable to open the Outlook window. The set of folders could not be opened. The server is not available. Contact your admin if this condition persists."

Is there a line in the .OPS file (save-my-settings file) that I can modify? Or another file?

Have you tried running scanpst.exe on your pst file? If its corrupt this should fix it. Not sure if the message youre getting would be as a result of a busted .pst though.

Nope, the problem isn't errors in the PST. It's outlook's configuration that is automatically seeking for the PST file in the wrong location since i've updated with the Save My Settings wizard. Is there possibly a program that will let me alter things within the save my settings file; or simply a registry hack or ini file that will let me assign to outlook the location of my PST file.

I suppose I could have moved my PST file on my PC to the same physical location C:outlook/ before using the save my settings wizard... that might have put the right location in the settings file... I could probably also use some program that lets me map folders to virtual drives (and put the outlook file in D:outlook/ ... but then again... this just averts the issue that Microsoft has overlooked... rather than solving the problem by simply telling outlook where the PST is.

Well, it looks like Outlook stores that information in keys inside
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem\Profiles\Outlook
There are a bunch of subkeys in there with GUIDs for names, but you should be able to find it. Alternatively just search in regedit on either the name you gave that mail account or the full path to the location of the folder (wherever it is you think outlook is currently trying to find the pst).

Of course changing the registry is caveat user.

Use the email applet in control panel. It's there for this very purpose.
