I've seen this sort of thing at so many customers (mostly hospitals, clinics, physician group offices, etc.)

It's just nearly impossible to track--so who really knows how big the phoenomenon is. In a given business, who knows or cares that consultant X is installing his new patient tracking system with a free OS using free adjunct applications. They just care that their medical records and accounting systems and data work as flawlessly as possible. And they know that his system did everything they needed to, looked pretty in the demos and was $30,000 cheaper than consultant Y.
