I was able to fix this by entirely uninstalling the monitor's driver provided by both Dell and Microsoft and reverting to the standard "Generic Pnp Monitor". I've contacted Dell about this, so I hope they release a driver update. I should say the Generic driver seems to work fine.

Right-click on a blank area of your desktop and check out the monitor resolution / properties. There should be an option for switching between landscape and portrait modes and/or rotating 90/180/270 degrees, depending on your video driver and OS version.
