Vista UAC issue

A customer's machine is classifying every program that needs elevation as being unsigned, including say Computer Management. Any ideas? It hasn't been connected to the Internet for a week or two, so I'm just trying to run it through a Windows Update to see if that prods it into gear. The other thought that springs to mind is to take the Catroot/Catroot2 folders out of the loop to see if that resets the cryptographic service.

Windows Update fixed it.
