Limiting bandwidth on a PC connected to router via Tomato

Hi guys,

I have a 10/1 cable connection running off an Asus router flashed to TomatoUSB (mod of Tomato 1.28).

My question - is it possible to limit one of the computers connected to the router to say like 4mbps down and 512k up? So like everytime the PC ran a speedtest it would report 4/512, and everytime it would download something it would max out at 4mbps. It's not QOS but I was wondering if this was possible. Alternatively, is it possible in DD-WRT, as my Asus router supports DD-WRT as well.

you can't cap it at the software-level?
