Just for reference...
On a 64bit system 64bit software goes in the normal Program Files directory, 32bit software goes in the Program Files (x86) directory so you shouldn't start moving stuff between those folders! (though I don't believe there's a technical reason why you couldn't do this.)
Ideally you'd get a 64bit version of photoshop but what you've got should work just fine. As Mike suggests it sounds like it hasn't installed properly...
According to some forum posts Photoshop 7 has a 16bit installer which shouldn't have run at all on 64bit windows... how did you go about loading it in the first place?
