I am looking for a cheap, silent, and win7 compatible graphics card to speed up a friend's old desktop ( please see the link below for its specs ).

The mainboard, a MSI MS-7254, has only PCIe 1.0, but I cannot find a retail store in my area that is still selling PCIe1.0 graphics cards.
I have read that PCIe2.0 cards are backward compatible with PCIe1.0 mainboards, so I went on my favorite store and found my prey: Asus GeForce EN210 Silent, which is a PCIe2.0/2.1 card; please see the link below for its details

According to my reasoning, the card should work, but I'd like the confirmation from someone more knowledgeable than me
The other thing I am concerned with is power: the power supply in this desktop is 250W capable and the EN210 needs 75W max; will 250W be enough? ( apart form the standard configs, there is one additional dvd writer attached, but I don't know how much power it drains ).
