Windows RT app-install lockdown

It's been stated repeatedly that the only way to install applications on Windows RT is via the Microsoft app store.

What about programs that don't need an install?

If you have a compatible ARM executable from somewhere else, and you copy it to a Windows RT machine by whatever means ("Save As" from a Web browser if nothing else), will the OS let it run? Or are there mechanisms in place to lock out even that approach?

Or is the question moot anyway, simply because no one (yet) has any way to create any such compatible executable?
