The Radeon 7770 and 7750 should also be within the price range of the GTX 650 and perform (roughly) similiarly with some give or take. (See anandtech's Bench results: GTX650 vs.
7750 and
7770). When shopping around, look for deals on these cards as well.

Do you mean is the video card the only thing you need to upgrade in this case? Then yes. If you're asking if the only thing that will see improvements is GPU performance, the answer is also yes. Otherwise, please clarify.

A quick Google search tells me that there is some decent headroom in a GTX 650 (
source: BitTech). As usual, your mileage may vary but you might get lucky. As for if it is worth it, you're probably going to fall into one of these two scenarios: if you're getting unacceptable frame rates, overclocking is unlikely to help much; or, if you're on the verge of playable frame rates a decent OC just might push it into the realm of playability. Not that I think you have much to worry about at 1024x768.

Maybe. Though if you end up buying a cooler, you're probably better off spending the money by going directly to the next card up like the GTX650Ti or a Radeon 7850. You'll get more performance than you would have with a simple overclock and have more confidence in the stability of your system. Not to mention you can also overclock those cards too! Now, I'm not trying to convince you to spend beyond your means... just putting it out there.
