Could Powertune be affecting the frame latency?

Hey, I just got a 7950 for mining, and I noticed that Powertune kicks in very often, and I have to raise the Powertune limit in order for it to run full tilt at stock clocks. This is a Sapphire 7950 Flex with the Dual X cooler. I haven't done any gaming on it, but that got me thinking - maybe some of the frame latency variations in TR's reviews are because Powertune is kicking in. Did you guys take that into account?

I mentioned this months ago and asked TR to possibly explore it. I did so on my own, but didn't find anything of use in Guildwars 2. I personally always set powertune to +20% as it seems to relieve the occasional jerkiness experience during prolonged gaming sessions.

I gave up as there really wasn't anyone to prove anything to and no one seemed to care.

As far as I know, TR hasn't looked into this or really any notable hardware review websites.
