Technically you're correct, but in the games TR tested:
there's about 3fps difference on average (99th percentile) between the Asus GTX 660 in question and the reference R9-280/7950 Boost (which is what most of the ~$170 R9-280 cards are) .....Anything within 5fps is close enough to equivalent for me. If they were priced the same, I'd go with the R9-280, but at $50 difference....pretty easy decision
