They are certainly not the only thing that make up a haiku, other general rules are that there should be at least one contrasting thing or contradiction in a haiku, and other parts say that there should be some form av feeling or a season in them. Another school subscribes to the thought of free forming lines, as long as the haiku-"moment" is present, that is, a clear thought or realisation which is embodied in the poem.
Personally, i usually go by having something meaningfull and usually try to add a contradiction or contrast and some form of twist on it, but if 5 7 5 doesnt fit, thats the least of the evils to break.
IMHO, people that only go by the 5 7 5 and nothing else could actually just stop calling it haiku. But thats my opinion.
