A fair question about current vid card designs

After doing the usual r&d for a purchace of a new videocard, I ended up wondering the followin question:

How much would a following card configuration cost and how would it perform:
- A wide (say 12 pipelines) but low clocked (say 300 mhz) GPU
- 256mb of regular 200mhz ddr with 256bit bus
- Passive cooling

Would this be possible at 100 bucks? Would it perform much worse than a 500mhz 8 pipe GPU with 256mb of 500mhz ddr with 128bit bus (nvidia 6600gt) that is priced at 200 bucks?

Then it would go into General Hardware, not General Graphics where it originally was. I just saw the "after doing the usual r&d for a purchase" and then the discussion of prices. Sounds like system building to me.

If not, it can be moved to General Hardware.
