ASCII Pictures

Is there any software that can take a bmp or jpg and make an ASCII file that somewhat resembles the picture? I know in some readme's, they have elaborate swirly things with usual and foreighn characters.

I've got no clue where to put this 'cause it's a software question. Dillemma was windows forum, or developers forum... here it is.
