Toolless with CPU cutout & under $75?

I've been using Cooler Master's Centurion cases for years and have been waiting for them to finally make a cutout for the CPU's heatsink backing plate. They have yet to so I'm looking for other cases that make swapping out the CPU and/or cooler a bit simpler. Since I don't know of any site that actually lists the "cutout" as an option, I thought I'd come here and ask.

I need a toolless, well ventilated mid-size ATX case that has a cutout for the CPU backing plate and without a door that covers the optical drives for under $75.

It has the tool-less for the CD-ROM/HDD... other than that...
