Actually from what I have heard on Ars, this bill is a neutered respin of a bill that was shot down last year. This new bill convieniently has a lot of the stuff the ??AAs wouldn't like stripped out.

After reading the analysis at Ars, I'd say this legislation does very little to reverse the current sorry state of affairs. It will, perhaps, help slow the further erosion of "fair use" rights... but as far as I can tell, mostly it is just reiterating and clarifying stuff that is already part of existing copyright law.
