Ars Technica reviews Windows Phone 8.1

Ars Technica's Peter Bright has written quite a treatise on Windows Phone 8.1.

With the addition of a slew of new features including Cortana, a Siri-like assistant, and Universal Apps, Mr. Bright concludes that Windows Phone 8.1 has matured into a worthy and capable mobile platform to rival Apple's iOS and Google's Android.
