AMD E-350, 120GB OCZ Agility SSD, no optical, including Dell 23" LCD is only 21-22W at idle. Not sure what standby / sleep would be. The highest I've seen it at was still under 40W.

With only a $500 budget, get sway bars, and possibly springs if you go the used route. Spend the rest on autocross entry fees. Spend the next $500 on tires to match the improved suspension. My girlfriend's E4500 still seems fine for most applications. I really think my Q8400 is overkill 95% of the time. With enough video card to run most games, I think most people could get away with nothing more than a good dual core processor.
