750W is gross overkill (unless you're planning on adding another GPU in an SLI setup). You could drop down to something in the 500W range and save $40 or so.

BIOS update?

Catalyst is known for poor 2D performance, even when it's installed and operating properly. Unless you're trying to play intense games, stick with the open-source drivers (though you'll need a lot of backported stuff (kernel/drm/mesa) for it to work in Debian 6 ).

It really sounds like a BIOS/Q-fan issue to me if the fan is running at high RPM at low temp. I would suggest updating BIOS. If that doesn't help disable fan control and use Speedfan.

Just get the 3700 San Diego. Dual core is good, but overrated.

Looking at your sig, I think the best course right now would be to get a 6800 or 7800 GS and possibly another HD if you need more space.
