Oh another thing - unplug unnecessary devices. A malfunctioning USB/SATA/PCIe device could mess up a system. Process of elimination!
Combine with the latency monitor program above - if the latency is unreasonably high that can be a clue that a device or device driver is malfunctioning.
Is the High Performance Timer (or whatever it is called) enabled in the BIOS? Some programs rely on this timer, but not sure about the task manager program.
