Kind of a fun fact: Lots of South East Asians don't absolutely need toilet paper. They use their left hand and then use fragrant soap to cover the smell. Or plain old red chilli pepper. Blow it into his face. Has a better chance of finding his eyes due to the wide dispersal area of the particles. You might miss with the pepper spray.

CPU frequency in Win10 1909 task manager being over reported

My i7-3770 is showing 4.41GHz max frequency at less than 20% utilization in task manager but in CPU-Z it alternates between 3.7 and 3.8 GHz. What's going on?
