Sounds like you need a partition/data recovery tool like TestDisk (https://www.cgsecurity.org/wiki/TestDisk). Whether a data recovery tool like TestDisk will get your files back depends on the nature of the problem. If it is just a corrupted partition table, you should be able to get everything back...

OP did not specify whether he's talking about SSD or HDD. If HDD only, I'd say you want at least 2 TB as a bare minimum, because the cost/TB is low enough that you might as well go big or go home. Anyhow, before you get to the discussion of OS, I doubt you'll even be able to get the BIOS to make any attempt at using standard PCI for display. Even with ErP Ready off, mine's only a watt or so. Probably depends on whether you've got wake-on-USB enabled (and what USB devices are connected), etc.
