So, now the P7 silent is missing everywhere. Newegg currently only has two cases under 60 dollars that has USB 3 FPIO and no windowed side panels that can fit an ATX board. wtf is going on?

Hard to explain fully but briefly, but it makes sense for this client. Short answer is: lots of PCI express slots needed short term and for future proofing/application flexibility, so full ATX required. Both those cases you linked will not work. They are not ATX. I have the Zotac Mini 1080. It's slightly louder than my 980 Windforce card was, but not obnoxiously so. It's a good card, and considering the price of the 20xx stuff, worth 400.

The cards have to be 4 display capable for this site. It's a requirement set by the client years ago, but he's the boss, not me. Looks like Quadro P600, or Radeon Pro WX 4100 are the minimums from each company. I'm gonna have the client order one of each and we'll see how they work. That is the same as doing an in place upgrade, which is also the same as a build update. Unless you mean the "fresh start" option (which is the only option I have on my current build), which is a built in reinstall.

Green teams features are too exclusive for me to consider red team basically ever. Freesync is nice (unarguably a better implemented solution than G-sync), but I use the streaming features of GeForce Experience weekly, and AMD doesn't have anything like that.

I guess the first thing to try would be to use a driver cleaner to uninstall everything nvidia related and then reinstall that. What's that utility people use for such a thing? DD something I want to say.

Have you tried 1080 instead of 1200? Maybe something in GW2s render engine isn't optimized for 16:10. Also, both games you mention are MMOs, which means a variable you can't control for is the number of other players in the zone. I recently managed to grab a 1080 for MSRP (499) as an upgrade to my 980. I'd say if you can spend that, and resell the 980 for 200-250 it might be worth it. Nvidia are supposed to drop new cards at some point though, so you may want to wait.

Only other thing I can think to try at this point is to swap cards with the 780 my friend has for a day or so and see if that changes things. It would be nice to know if it's something the game doesn't like about my card, or my processor.
