At 5 GHz all core the power was 152W, wasn't it? One of us is reading it wrong and it could be me. :)

I followed Der8aur's Youtube guide to get my 8700K to 4.9 all cores. If you just want to run the single-core max turbo on all cores simultaneously, there's often a one-switch option in the bios, on your motherboard it seems to be called "enhanced multi-core performance". Give that a try (and make sure your temperatures are still in check, but I doubt that ...

That said, keep in mind that the RTX2080 will probably outperform the GTX1080Ti (if Nvidia's history is anything to go by) once we see real benchmarks. So keep that pecking order in mind. Yep.
