Yeah beside the SSD, everything else sits on the motherboard. I have disabled everything I can in the BIOS but I doubt it actually cuts down on power draw.

You could try booting to safe mode with networking to see if the problem still happens without the video drivers loaded. Other than that, if it isn't drivers or the PSU it must be the CPU or motherboard, right? So try swapping those out. Tried that, same behavior. Removed / clean install of drivers...

1. It's not a power problem. I measured consumption from the wall using a Kill-a-watt and it's around 200 watts under load. (PSU is 330 watts) Sounds like it is to me. That graphics card uses around 170w average under load all on it's own, not counting anything else in your system and energy wasted...

...any 4k panel under 32" I think is a useless ... I think it actually makes sense if you are thinking in terms of "Retina" / high-DPI, as opposed to running at native resolutions. Games look a lot better with high-DPIs, but it will still take some time for GPU's to catch up to 4k / ...
