Well it's just that since you're on such a tight budget, the antec case includes a pretty decent powersupply, and will be cheaper than the CM case + power supply.
Bigger $ doesn't always mean better stuff. My 85 dollar motherboard runs just fine on a x2 3600+ at 2.7ghz. My current build uses a matx motherboard. It's nice, but I really wish I had more slots. I may have to get a usb wireless adapter if I decide to get a soundcard. Other than that, I don't find matx a big hassle.

The voltage on the motherboard is probably set to 1.8V default so in case you have cheapo ram, the motherboard won't fry the ram. It's a safety precaution. If needed, the ram voltage can be changed from bios. Messing around in bios is half the fun! Just look around and don't touch untill you're sure...
