The card has a second BIOS, how about you switch to that, to see what happens? Also, it may help to monitor the voltages generated by your power supply and how stable they are under load. You haven't tweaked the voltage of the card itself to drop to 0.9 V and stay there, did you? What about your RAM...

It really depends how you wanna use it. I can often just press windows button to switch to metro and check my emails. I'd go with Seasonic X-760, or X-series in general, probably best you can get for a price that is still reasonable.

Also, I agree that beyond 1600 MHz RAM won't matter, unless you find ones with lower timings in the CL9 or lower in first three values. Even then, not worth it..

I have a feeling the fan will get quite loud, if you're pushing the Ivy towards 4.9 GHz and above. Besides, any cooler will do if you're not pushing the processor too much..
