I wouldn't assume that those fans must be used. The builder mite have some quiter fans, or elect to use fewer fans than come with the system. The CPU isn't making any noise, the fans make noise. So if a CPU comes with a HSF, then the CPU makes noise?

Saying cases make noise because they happen to come with fans makes about as much sense.

Case design can impact noise. But cases don't make noise, unless you buy an aluminium case and the hard drive causes it to vibrate.

Drop the hard drives, and get a 750GB one instead. You linked to the retail version of the CPU which already includes a heat sink and fan and thermal paste. I can't find any distributed chess engines available for download, so that's too bad. I guess it's best to try running different engines, but the problem would be distributing moves to them.
